I'm curious about the selection of $s=1/6$. I found this selection will resulting in a relatively low rank (<10) of the Phi and Psi. If s is pretty large, the rank will of Phi and Psi will be higher. I'm not sure if this choice is reasonable. As in the random kitchen sink paper, the number of random features should be large to make the upper bound small.
