where user can change password
also linked to from "forgot password" link on the login form (see Login Capability #178)
known bug: The forgot password form is re-used from the edit my profile form, and as a result it requires the old password in order to change password, but the point is that you forgot your password, so that's bad. (See Forgot Password functionality asks for current password. #171 )
