I can't get Chrome to stop sync'ing the extensions. Windows needs this plugin badly but OS X definitely suffers... Chrome on OSX does not have scroll GPU accelerated, and it's a dog. This is why I don't usually use Chrome. Unfortunately use of this extension does not improve matters, making the scroll even more sluggish, and also it breaks the left scroll to go back feature anymore.

Since Safari has once again started to exhibit graphical glitches I find myself resorting to opening pages in Chrome more.

Unfortunately syncing is a convenience feature for many so I don't plan to remove it.

How old is your Mac?

Are you using a touchpad? If so you can disable the touchpad scrolling separately.

(the horizontal scroll to navigate history bug has already been reported)
