Open the a group's profile and select the API Keys sub-tab.
Click +
The owner field is fixed as the current user rather than the group.

If the current user has Manage Users AND Manage API Keys then it should allow them to create an API for the group from it's profile screen, with the group name pre-filled in the Owner field.
If the current user does not have Manage API keys they should not be able to add any keys.
If the current user does not have Manage Users then they should not be able to see the group's profile at all.
