Generating R-Portable 4.0.3

Problem with R-Portable 4.0.0 detailed here wleepang/DesktopDeployR#33

I forked the code available at https://sourceforge.net/projects/rportable/ to generate the distribution but it is more than 10 years old and I am pretty sure it will be complicated to make it work.
