This proxy should have ability to change vft-gateway contract address and optionally own funds that're locked by vft-gateway

Doesn't required anymore as there's a convenient way to update vft-manager implementation:

  1. Deploy new version of vft-manager
  2. Migrate token holdings
  3. Update address in ERC20Manager through governance
  4. Update address in eth-gear-token-transfer-relayer (would be possible after Provide vft_manager address in erc20-relay::relay #206 )
