Test IBA GAF set and tree files based on PANTHER 19.0

It's that time again!

Just like in #1926, this ticket is for testing the switchover to pulling PANTHER19.0-based PAINT IBAs in the GO pipeline. The pipeline should also pull the new 19.0-centric tree_files.tar.gz file.

@kltm I'll do the following:

• Create a new go-site test branch off of master and point the datasets YAML to the specific PAINT release folder 19.0/2024-09-23/.
• Create a new pipeline test branch off of master similar to geneontology/pipeline@648c3fe in branch issue-307-panther-17.
• Test a Jenkins run of the test pipeline branch.
