Objects within "hot" OTA cells are tagged with a warning comment by default.

Would be good to send objects to garbage if they are in a hot cell AND the object is tagged as an ORPHAN.

Just for information, here is a plot of all OTA subcells for night of 2020-05-17 in PSST. The transients should be spread evenly across the focal plane, but you can clearly see that some cells are "hot". Mostly this is crosstalk, but can also be caused by faulty astrometry on that chip (in which case the whole chip is hot - e.g. OTA17).

Code is implemented and will trigger next time the data comes in. Will keep an eye on it for a few days before closing this.
