Way back in 2014 we set a zero tolerance threshold that disallows object promotion if ON_GHOST flags are set (i.e. Pan-STARRS IPP thinks it's a crosstalk ghost). There's ONE detection here that has this ghost flag set, and I suspect this also applies to other objects that didn't get promoted.

I can switch this off, but we need to be aware that this is now switched off. Or just set a threshold higher than 1.

Unfortunately ON_GHOST also means optical ghost (badly overloaded bit...) and there are a lot of diffuse ones that set large regions of pixels to it (those donut shaped things)
