Windows: Log Files location

With the current version, when log is set to 1, the log are written to C:\Users\<user>\px\Lib\site-packages\px instead of C:\Users\<user>\px as in previous versions of px, which would be easier to find.

I have installed px with --install (and also added --config=C:\Users\<user>\px\px.ini at the end of the registry key value).
