Moving a Form Feature seems to be unpredictable

At the bottom of the navigation on our default form we have had a link to the Access Links page (for custom licensed data by institution).

This is one of two "formFeatures" we have - the other is Multiple Downloads, which has an interactive interface for users to get to the upload page from the form.

I tried moving the Access formFeature up to right below the Multiple Downloads. It does appear there as a small link. However, it still shows up at the bottom of the navigation panel. Is this hardcoded in our application maybe?

The navigation bar's "Institutional Access Links" link is indeed hardcoded to the bottom of that navigation:
