Implement an API to support frontend's report builder dialog

The frontend will need to obtain the list of options values for some of its select boxes.
The current APIs, used to populate fields for the search panel and the feature edit panels, must be extended to cover the required fields (e.g. list of Reservations, Watersheds, etc.)
