Use proper CI Bot

Description

We should check how to make use of a proper CI bot that is capable of making commits, commenting and closing issues, and creating releases. Thereby it will be clear for everyone that this commit/comment/... was created automatically.

Currently a PAT from one of our users is being used. While we already have a config for commits, where instead of the user's name the github-bot name will be shown, this does not yet work for releases and issue comments. There, the user name of the user that provided the PAT will be displayed.
