Introduce SENTRY_SKIP_AUTO_RELEASE

I was looking for some method to disable Sentry to register a new release on next build during a test run in GitHub actions but found none. The only solution in that manner I've found is in getsentry/sentry-cordova repository - they skip release registration when SENTRY_SKIP_AUTO_RELEASE environment variable is set.
Is it possible to implement this feature also in this repository (especially in @sentry/nextjs)?

Hi @SPodjasek, there is a cleaner solution to this.

You can use dryRun flag in your SentryWebpackPluginOptions (this should be in .next.config.js).
