Roll out Mimir to all providers

Motivation

We tested and release mimir on CAPA, but now we also need to align the rollout of mimir to all other providers. For this we need to roll out the app, migrate all monitoring and alerts to mimir and then remove the old prometheus setup for each provider.

• Setup Mimir on one installation of provider
• Let teams check alerts and dashboards on Mimir
• Rollout Mimir to all installations of provider
• Cleanup old setup on Provider
