Same as with Mimir, we need to be alerted when Loki did not run it's compaction as it can have huge impacts for customers https://gigantic.slack.com/archives/C07N9EC3X7Y

Description

Add an alert when Loki did not run a compaction similar to the mimir one giantswarm/prometheus-rules#1349

TODO

  • Add the alert an opsrecipe
  • Update relevant docs.
