Launch puppeteer only one time instead of one instance for each call to generate PDF #3

Context

At each new request to generated PDF we create a puppeteer instance, so we launch a new browser. To improve performance we can launch puppeteer one time at each start and then create one page, generate the PDF and close the created page.
