Setup restoration procedure from cold storage

## User Story

As a curator
I want to be able to restore a dataset files from S3 glacier
So that I can ensure problems with dataset files can be fixed with restoring from backup

Acceptance Criteria

Given a file associated with a dataset is missing or corrupt on Wasabi
When I action the restoration process for that file
Then there is an alert showing up asking to confirm whether to proceed

Given a file associated with a dataset is missing or corrupt on Wasabi
When I action the restoration process for that file
And I confirm the action
Then the file is available with ful integrity on Wasabi for download
And a public dataset log entry will be added to the dataset mentioning the restoration status
