Currently, when a package is found in a feed, versions of the same package from other feeds are ignored.
It is a bit complicated. When a first feed returns enough packages, other feeds are not even searched. PM doesn't know if there are same packages with higher versions or not.

We will start with only GE core plugins which will be all on a single feed. So there shouldn't be any problem. There will be a low number of community plugins, presumably yours and mine for the moment. Hopefully others will join later on.
I don't think the PM will grow big enough (at least in the near future ... 😏 ) to have to seriously worry about the same package being available in different versions from multiple feeds.
A typical use case is with beta testers. On the official feed there is a stable version and in the nightly builds feed there is beta. Under these circumstances user must switch between feeds, can't use the aggregated "All feeds" option.
