If you haven't modified the query source, my immediate guess would be that you must be running codeql test run with too little RAM, which can happen if there's not a lot physical memory on the machine.

Does it help to give a --ram 3000 option?

Independently of the out-of-memory, you seem to be trying to run the query ruby/ql/src/experimental/cwe-022-zipslip/ZipSlip.ql as a test. That won't work because ruby/ql/qlpack.yml doesn't declare a query-containing pack.

For a test, you'll probably want to run ruby/ql/test/query-tests/experimental/cwe-022-ZipSlip/ZipSlip.qlref instead. That compiles the same QL code, but the cwe-022-ZipSlip directory contains a Ruby input file to query, and the expected output from the query.
