SmartStream is a packaged application for Chrome implementing a Q4S (Quality for Service) client. Q4S is an IETF protocol (http://datatracker.ietf.org/doc/draft-aranda-dispatch-q4s/) for enabling real-time multiplayer games. Q4S provides a mechanism for latency, jitter, bandwidth and packet loss negotiation and monitoring, alerting whenever one of the negotiated conditions is violated.
