actions: unable to download logs from hanging job

Description

A CI job was hanging, so I went to download the logs in the UI at this URL:

https://[git host]/[org]/[repo]/actions/runs/1484/jobs/5/logs

and got a 500 Internal Server Error with the following message:

An error occurred:

DownloadActionsRunJobLogsWithIndex, OpenLogs: dbfs open "actions_log/[org]/[repo]/10/9488.log.zst": file does not exist
