Could add a lock icon to menu bar to lock all plugin windows in-place. Might be limited to plugins using the dalamud windowing system to make this easier to implement.

Either we bodge it on with window system, or we fork ImGui and do it natively. I dare say the latter would be easier/less painful, but then we'd have to maintain an ImGui patch.
