x/tour: spanish link is down

It has been down for quite a while now at least weeks if not months.
As of now, it gives back a 404 error.

Tour issues should be reported in the tour issue tracker: https://github.com/golang/tour/issues

This one is particular is a dup of golang/tour#596; but we don't control the tour translation so it's not like we can do much... either we remove the bad link from the welcome page or we try to reach out to the spanish tour maintaner to find out why it disapperared.

Ah that's right. Let's track golang/tour#596 instead. I was not aware that we don't control tour translation.
