[redundant conditional] oracle_fraction vs. oracle_threshold in uncertainty #56

With regards to oracle_fractio

if not 0 <= oracle_fraction <= 1:
raise ValueError("oracle_fraction must be between 0 and 1.")

Should 0 <= oracle_fraction <= 1 replaced by 0 <= oracle_threshold <= 1?

if oracle_threshold and not 0 <= oracle_fraction <= 1:
raise ValueError("oracle_threshold must be between 0 and 1.")
