Why fall back to Camera if the level is
INFO_SUPPORTED_HARDWARE_LEVEL_LEGACY。Camera1 with TextureView on MIUI9.5 (Android 7.1.2) will cause a problem that the TextureView do not show preview after start another activity and back.
