/CETCOMPAT linker option is not set in Bazel build

Description

For GYP Windows build we have enabled Hardware Enforced Stack Protection as follows.

• Enable Hardware Enforced Stack Protection in Windows #835

This is not yet done in Bazel build.

Steps to reproduce

Steps to reproduce the behavior:

1. Build Mozc for Windows with Bazel.
2. dumpbin /HEADERS mozc_tip64.dll
3. dumpbin /HEADERS mozc_server.exe

Expected behavior

At the step 2 and 3, you can find the following section.

        00000001 extended DLL characteristics
                   CET compatible
