Improve visibility of GCP errors

Recent breakage in our PyPI Cloud Function due to some unintended public key deletion was not as visible as we'd have liked to facilitate earlier detection.

Possible options:

• formalise responsibility for eyeballing logs week-to-week
• bring the failures closer to our eyeballs (e.g. chat alerting, email alerting, etc)
• something else
