Should the requirements specify look-and-feel configuration?

Under the Data Catalog Features Administrators heading, the requirements specify that administrators must be able to configure the data catalog's look-and-feel. I'm not too familiar with different data portal options (so maybe it comes standard on all of them), but this point seems more like a "must" to me.

Anyone have thoughts on this?

Clarified this text a little bit. Need to think about whether these get moved to non-functional requirements or perhaps global (portal) requirements.
