Make "No-one Available" behaviour configurable #48

The current behavior is "In case no one is available we just consider everybody to be available".

It'd be nice if we could have that configurable too, for example, if no-one is available, choose from:

Consider everyone available, and choose one (current, default)
Assign everyone in the team and comment and/or log error
Leave unassigned and comment and/or log error
