User notification rules UI - "Can't delete last user notification policy"

What went wrong?

What happened:

• Tried deleting last user notification rule in my list, nothing happened

What did you expect to happen:

• Either I should be shown an error message as what to happened or, even better, the trashcan icon should be disabled if I only have one user notification rule left in my personal notification policy

How do we reproduce it?

1. Go to your user profile settings modal
2. Try deleting the last notification rule
3. Note that nothing happens (NOTE: there is an HTTP 400 in the network tab, but no information is passed along to the user)
