Our page on https://grafana.com/developers/plugin-tools/key-concepts/backend-plugins/ could more clearly describe why you would want to add a backend component depending on whether you're building a data source or an app, and the uses cases for each.

https://grafana.com/developers/plugin-tools/key-concepts/backend-plugins/ could be split into apps and data sources
