Migrate pipelines to Github Actions

There are roughly three pipelines that need to be migrated:

1. "Push/pr" pipeline, a.k.a. build, lint, test, etc. ci: migrate push/pr pipeline to GHA #842
2. Release pipeline for container images (dockerhub, ghcr)
3. Release pipeline for linux packages
4. Technically also part of the release pipeline, but better done on a separate PR, triggering argo workflows
