Upon installing the newest Netclient-M1 package, at the end of install I get the error "The package is trying to install content to the system volume. Contact the software manufacturer for assistance."
Upon installing the newest Netclient through homebrew, the message "Netclient can’t be opened because Apple cannot check it for malicious software." pops up every time I invoke any netclient command in terminal.
No previous install of netclient has been on this mac before.

Just FYI I don't have an issue with netclient v0.22.0 on Sonoma 14.2.1.
I may have allowed running netclient thru Preferences -> Privacy & Security. Check that tab after you see the message "Netclient can’t be opened because Apple cannot check it for malicious software.".
Using a Apple M2 Pro running Sonoma 14.1.1
