Implement a hybrid Keeper-Grapher binary instance
This should include:

Dual LogEvent and StoryChunk ingestion Queue
RecordingService that excepts LogEvents and StoryChunks
changes in KeeperRegistry logic to handle a hybrid keeper-grapher logic
