There are Events with no specific location: online events, events for a larger area (holiday camps),

Who is responsible for releasing events nationwide?

perhaps only release events where you are really sure about the initiative
when publishing events, someone from another city with more resources could take over

--> Editors should be able to unlock events from other cities depending on their roles and rights.
