Allow application to inject configuration files to monitor application specific probes.

Store default configuration in /etc/cloudscopes/monitor.conf , and create directory /etc/cloudscopes/monitor.d. Default configuration will include a settings property configdir set (by default) to /etc/cloudscopes/monitor.d. cloudscopes will load all *.conf files from the configdir and will integrate them into the configuration model.
