it would be good to add a TDI version check in PyCBC Inference

At the moment, we need to specify the version of TDI in both the injection config file and the [data] and [static_params] sections in the PE config file. If users set inconsistent TDI versions, they will get the wrong results. So it would be good for us to add an automatic TDI version check in PyCBC Inference.
