Yeah, it's a Bootstrap template. To contribute: have npm ~5.8 install dependencies in project repo, npm i npm start to begin! Gulp is only necessary ("necessary" :p) for building, but if you're into it, do a npm i -g gulp and gulp dev in the repo.
