I'm unable to vote or create proposals on staking-mainnet despite being an elected validator using address one1x8fhymx4xsygy4dju9ea9vhs3vqg0u3ht0nz74

The actions work on dao-testnet however.

hmy governance vote-proposal --proposal QmR1CoazT5suvF1zU2Dk4ZPNiF6GDKUzQkcX3ABENAHjQb --choice Yes --passphrase --key one1x8fhymx4xsygy4dju9ea9vhs3vqg0u3ht0nz74
Enter wallet keystore passphrase:
Warning: Using outdated version. Redownload to upgrade to v417-bc3f026
commit: v1-71dd586, error: no permission!
check hmy cookbook for valid examples or try adding a `--help` flag

Same thing happened with me today.

I tried to vote on HIP-17 just now via CLI and after entering my passphrase I get "error: no permission!" I voted the other day on the BLS keys HIP and it worked.

Worked

 ./hmy governance vote-proposal --proposal QmPmHnuS1ayrBJ9cL16S39xiUbwcSKx5hnPKFLVKtN489o --choice 4.8% --key greenstakeone --passphrase
Enter wallet keystore passphrase:
Vote IPFS: QmVeCYdW7fZj9c...........

Did not work

./hmy governance vote-proposal --proposal QmR1CoazT5suvF1zU2Dk4ZPNiF6GDKUzQkcX3ABENAHjQb --choice yes --key greenstakeone --passphrase
Enter wallet keystore passphrase:
Warning: Using outdated version. Redownload to upgrade to v417-bc3f026
commit: v1-580fa56, error: no permission!
```
After my test, it works normal, my current guess is a short rpc error, Can you try again?
@LuttyYang I can perform actions on other spaces like dao-testnet or dao-mainnet but not staking-mainnet. Were you able to test successfully against staking-mainnet? Currently I voted on all existing proposals via browser extensions so I need to wait for a new proposal to test.
One way to test may be to create a validator with the minimum 10k ONEs stake and see if it lets you vote on staking-mainnet.
@LuttyYang other validators are still reporting they cannot vote via CLI
@LuttyYang @LeoHChen is it possible to get 10k ONE from harmony foundation to setup a validator for testing against staking-mainnet since the issue is only reproducible on that space and not the test spaces?
I was able to vote on 2 proposals, then unable to vote again, not sure what happened.
@LuttyYang I tried voting again and the error message has changed slightly FYI:
Unable check permission, maybe the RPC not stable, please try later again
commit: v1-e59f6c2, error: no permission!
