Problem

Currently the hedera-smart-contracts team contains multiple contributors across core and product sub teams and thus review assigners aren't always accurate.

A similar approach was taken for both the Relay and the Smart Contracts repos

Solution

Update owners to use the hedera-smart-contracts-product sub team.
