Gradle Build: apply common configuration also in 'hedera-sdk-java'

One most things of #11230 are addressed and we have a good setup with "common" convention plugins, these should be transferred 1-to-1 to https://github.com/hashgraph/hedera-sdk-java (and possibly other repositories later as well)

This may include some more refactoring in this repo (https://github.com/hashgraph/hedera-services) so that we have a clean set of "common" plugins separated from repo-specific plugins.

In the future, we may think about publishing and sharing the "common" plugins.
