  • Includes naming conventions
  • Includes lock-down options for the old default
  • Includes lock-down options for the new defaults old name
  • Includes updating rulesets to ensure targeting default branch instead of a named branch (should be good already in hedera-services)
  • should be documented in markdown with checklist items so that we can check the items off as we go through the process
