Problem

HIP 632 has been fully implemented in 0.57 but currently lacks complete Solidity usage and test coverage.

Solution

Implement Solidity usage and add test coverage to verify that all features function as expected.

If so this can be complete in 0.59.0 B.
If not and it's in 0.59 then this ticket should be pushed out one more sprint to be done in 0.60.0 A
