Subject: [PATCH] TF recert logic wording added to developer page (#2552)

* recert logic wording added

* Added link to KB

* LC tiny tweaks

Adding the full name of the Associate version instead of just "003" to the two "unexpired" bullets.

* Rework based on Lauren and Lisa comments

Separated into two distinct sections and fleshed it out a bit more

* LC reviews new organization

* removed pro reference in expired section

* changed H3 to H4

* nits
