More funding for working on Cabal

I have received some more funding from METR to work on issues in the cabal ecosystem.

This time I can work on longer issues (up to 10 hours) and the work will be spread out over 6-12 months.

If you have any issues which you think should be prioritised then please mention them to me. I want to work on things which are of strategic and foundational importance to the cabal project.

If it's not too late, I think that #6459 could be a good choice. It would allow us to simplify the dependency solver and improve the performance of solving for qualified goals (build tool and setup dependencies).
