Version bounds for haddock-api-2.26.0 seem wrong #1564

In attempting to use haddock-api in a project that also uses ghc-api I've discovered that the version bounds seem to have been set incorrectly. In particular haddock-api-2.26.0 depends on ghc-9.2.x, but depends on haddock-libary-1.9.x which has an upper bound on base of <4.15, precluding ghc-9.2.x.
