Use a single convergent layout instead of separate shells

We would start with just a desktop layout, but add support for different layouts as we expand to other form factors. By using a single layout that adapts as necessary, we would be able to do things transition between layouts at runtime and animate transitions between layouts. It would simplify the code as well, removing the need for loading shells.
