Both are local entries 6443 and 6470. Should we limit the hbzId mapping to only records that are part of the NZ?

Delete hbzIds for local records #2108

Talked to Verbundgruppe N.D. she said conceptually no local records should have hbzIds. Therefore I suggest deleting them.
