To support doing pip installs in the Binder environment.

Right now when you tried pip installing things, you get:
Defaulting to user installation because normal site-packages is not writeable

UPDATE: But then again, pip list after doing a pip install does reflect the newly-installed package... so maybe it's not a problem?
